Case studies

The in-depth case studies are conducted in 4 Polish and 3 Norwegian municipalities. Additionally, the analyses will be supplemented by the materials collected during the previous research projects focused on climate change adaptation in Norway: BALTCICA (2008-2012), CLIMADAPT (2008-2012) and PLAN (2006-2011), financed by the Norwegian Research Council.

In Poland, case studies are conducted in: Bydgoszcz (358 thousands inhabitants), Sandomierz (25 thousands inh.), Sopot (38 thousands inh.) and Słupsk (94 thousands inh.). These municipalities were selected on the basis of the survey of Polish municipalities, they vary in terms of size, type of environmental hazards and policies aiming at climate change adaptation.

Norwegian case studies describe three municipalities: Bergen (265 thousands inh.), Stavanger (125 thousands inh.) and Moss (28 thousands inh.). All three municipalities are vulnerable to the consequences of climate change (Bergen the most; Stavanger and Moss to a smaller extent). However, they vary in terms of the efforts already made by the local governments (in Bergen local authorities have done more than in Stavanger and even more than in Moss).

During the field research the researchers conduct the in-depth personal interviews (IDI) with the political and administrative leaders, as well as civil servants/executives responsible for land-use planning, water- and waste-management, environmental protection and risk management. If there are any civil society organizations (associations, neighbourhood groups) which are engaged in the debates or actions related to the climate change adaptation, they are interviewed as well.
